Change in territorial validity within countries covered by the International Motor Insurance Card System (Green Card)
Agreements with the Russian and Belarusian Bureaus have been terminated, meaning that these two countries will no longer be part of the so-called ‘Green Card System’ as of June 1st, 2023.
Insurance certificates covering these countries are still valid until May 31st, 2023, at 11:59 PM.
After this deadline, the mentions ‘BY’ and ‘RUS’ will be crossed out.
Likewise, insurance certificates issued before this date, proving that a vehicle is insured for motor third-party liability (‘RC Auto’), will lose their validity as of June 1st, 2023, at 12:00 AM for these two countries.
For clients of Luxembourgish auto insurers who intend to drive to Russia or Belarus, it will be necessary to obtain on-site border insurance upon entry into these two countries.
Vehicles bearing Russian or Belarusian license plates and insured by companies affiliated with the bureaus of these two countries will no longer have valid insurance in Luxembourg as of June 1st, 2023.
