In February 2022, the ABBL and the ACA signed a partnership agreement strengthening the collaboration between the two associations. This new partnership materializes in particular by the fact that the joint public affairs representation office of the ABBL and ALFI will henceforth also defend the interests of Luxembourg insurers from the Brussels office.

Marc Hengen has been ACA’s Managing Director since 2013. A lawyer by training and an insurer by profession, Marc joined the ACA Management Committee in 2010. Marc is also a member of the Haut Comité de la Place Financière, a member of the Executive Committee of the UEL (Union des Entreprises Luxembourgeoises), the Secretary General of AGERE (Association des gestionnaires d’entreprises de réassurances) and a member of the Management Committee and Treasurer of Insurance Europe.

Valérie Tollet is an expert in the field of taxation, with 20 years of experience as a tax specialist in consulting firms in Belgium and Luxembourg. Holding degrees in law and tax law, she has developed a sharp expertise in these areas.
In 2020, Valérie joined the ACA (Association des Compagnies d’Assurances et de Réassurances du Luxembourg) as a Legal and Tax Advisor. In her role, she is responsible for cases related to life and non-life international insurance, reinsurance, as well as various working groups within the organization. Her scope of action also includes Luxembourgish and international tax issues, where she plays a key role in representing the ACA in the UEL’s Tax Taskforce.
Beyond her tax-related duties, Valérie also supports ACA members in human resources matters, demonstrating her versatility, commitment, and ability to take on strategic responsibilities within the organization.
In January 2022, Valérie became an Insurance Mediator, and was promoted within the ACA in April 2022, becoming a member of the Executive Committee. She then took charge of the work and management of the International Life, International Non-Life, and Reinsurance Commissions.
Furthermore, Valérie is also committed to the ASTF (Association pour la Santé au Travail du Secteur Financier) as a member of the Board of Directors and serving as Secretary.
Due to her extensive expertise, professional commitment, and involvement in association initiatives, Valérie Tollet was appointed Deputy CEO of the ACA in March 2024.

With a Master’s degree in Financial Sector, Banking and Insurance, and a PhD in Financial Law, Laura started her career in indirect taxation in 2016. She was seconded to a multinational group in Luxembourg, notably in the industry sector.
She joined a group of non-life insurance companies in 2018 as a tax specialist, then in the Legal and Compliance department. Over the next four years, she worked on issues related to the distribution of insurance products, relations with intermediaries, delegations of authority and management of external service providers.
Laura joined ACA in February 2023, where she is involved in International Non-Life and Reinsurance matters, but also oversees indirect tax questions and topics relating to the Italian market

Hadrien holds a Master 2 in Finance and started as a Financial Auditor in Luxembourg in 2010. He joined the insurance sector in 2013 and worked in particular in the Finance and Compliance departments of life and non-life insurance companies. Hadrien joined the ACA in 2019 and is in charge of the Finance, Private Equity, SFDR, IFRS 17, Custodian Bank Reporting, Statistics, and Solvency 2 working groups.

His skills, acquired through previous internships and work-study programs, have enabled him to deeply understand the challenges of the financial sector. As a Digital Communication Officer, Kilian is dedicated to harnessing the potential of digital to enhance the visibility of the Insurance and Reinsurance sector and turn each digital challenge into an opportunity to showcase the association and its members.

Sarah holds a Master’s 2 degree in business law and is a legal advisor to companies. She started her career in 2008 in a consultancy firm, where she mainly worked on tax and regulatory assignments for local insurers. She joined the legal and compliance department of an insurance group in Luxembourg in 2012, where she was in charge for several years. As of 2018, and with a particular focus in 2020, Sarah was Compliance Officer and Legal Officer for the group’s Insurtech. Having joined ACA in March 2021, Sarah is involved in various subjects and coordinates several local market and cross-cutting working groups (e.g. data protection, licensing examinations for insurance agents). Sarah also follows topics of interest to insurers connected with digital matters and professional training.

A graduate of the IEP in Aix-enProvence with a Master’s 2 in Public and Political Management, Sarah has been working in the financial sector in Luxembourg for 17 years, 14 of which in insurance. She joined ACA in 2015 as an advisor. She is in charge of communication in the ACA and the promotion of the sector in Luxembourg and abroad.

Léa joined ACA in January 2020 after more than 10 years of experience in taxation in the Grand Duchy, including 8 years in a consulting firm specializing in international taxation. With a legal background and expertise in business law, Léa is responsible for working groups related to life distribution (target market, RIS, remuneration/conflicts of interest), AML, CRS, sustainable finance, unclaimed contracts, as well as numerous geographical working groups (i.e., France, Belgium, Spain/Portugal).

Isabelle Spautz carry out the administrative followup of the files of the Luxembourg Bureau and the Automobile Guarantee Fund, as well as the requests for information addressed to the Automobile Guarantee Fund in its capacity as Information Centre. Isabelle assists Marc Hengen in her tasks as the Secretary General of the Luxembourg Bureau and the Automobile Guarantee Fund. She also manages the secretariat of the ILAC (Institut Luxembourgeois des Actuaires).
Isabelle Spautz also holds the position of Corporate Secretary for the Luxembourg Office and the Guarantee Fund, thus ensuring better governance within the organization.
Luxembourg Green Card Bureau and Motor Guarantee Fund
The Luxembourg Green Card Bureau and Motor Guarantee Fund bring together all Motor Civil Liability insurers that are authorised to operate in this sector in the Grand Duchy of Luxembourg.
The Luxembourg Bureau manages claims arising in Luxembourg involving vehicles registered abroad and provides compensatation for personal injury and material damage in accordance with Luxembourg law.
The mission of the Motor Guarantee Fund is to compensate personal injury and material damage caused in Luxembourg by a vehicle that is uninsured, unidentified (personal injury only) or, for which, the Motor Civil Liability insurer has become insolvent. It bears the cost of compensation of victims if, within a period of 3 months from the date of presentation of a claim, the insurer concerned has not presented a reasoned response to the cited elements. The Motor Guarantee Fund shall compensate an injured person who is resident in the Grand Duchy of Luxembourg and has been the victim of an accident abroad caused by an uninsured vehicle, as well as so-called «vulnerable» victims.
Insurance Ombudsman
Since 1995, ACA and ULC (Luxembourg Union of Consumers) have offered a joint mediation service as an out-of-court alternative for insurance disputes and to avoid, as far as possible, lengthy and costly procedures.
The Ombudsman has as mission to process applications for out-of-court settlement of insurance litigation between Luxembourg-based insurance companies and consumers residing in Luxembourg or in another State of the European Union. The mediator’s opinions, proposed solutions or agreements are non-binding on the parties concerned.
ABBL, ACA & ALFI EU Representative Office
At the beginning of 2022, the ABBL and ACA agreed to enhance their collaboration on multiple fronts. In order to further leverage existing synergies, ACA is joining the existing representation office of ABBL and ALFI in Brussels, which is now expanding its scope to include insurance and reinsurance matters at the EU level.
The ambition of our association is to broaden the advocacy work of the insurance sector to reach policymakers in European institutions, in addition to other national associations and companies in the industry permanently based in Brussels.
Antoine Kremer set up and heads the representative office of the ABBL, ACA and ALFI in Brussels. In this capacity, he is responsible for representing the three associations before the European institutions.
Antoine has professional experience with several European institutions including the Commission, the Parliament and the Council and a pure advocacy experience of 16 years. He holds a degree in International Affairs from the University of Louvain-la-Neuve (Belgium) and a Master in European Legal Affairs from the European Institute of Public Affairs. Antoine is fluent in Luxembourgish, English, French, German, Italian and Dutch.

Leonardo has a background in financial services policy and legislation, and he joins from FTI Consulting. There, for the past three years he has advised several financial services firms on how to effectively engage in Brussels and develop advocacy campaigns. As part of his experience at FTI Consulting, Leonardo has been seconded to a global asset management company, working closely with the firm’s government affairs team in advancing their legislative and regulatory priorities in the EU.
Leonardo holds a Master of Science in Economics and Management of Government and International Organizations from Bocconi University, and he is fluent in English and Italian.

Before joining the ABBL in October 2022, Xavier worked at the Public Affairs consulting firm FleishmanHillard as an Account Manager in the Financial Services practice where he assisted a broad range of market leading clients with their public affairs strategy.
Xavier holds a master’s degree in Political Economy from the London School of Economics and a bachelor’s degree from the Grenoble Graduate School of Business.

Negotiation of the Collective Labour Agreement
ACA has been negotiating the Collective Bargaining Agreement applicable to the insurance sector since 1967. This Collective Bargaining Agreement is concluded between the trade unions (ALEBA, LCGB, and OGBL) and ACA, usually for a 3 year period. The legislation of the Grand Duchy of Luxembourg makes the Collective Bargaining Agreement a general obligation for the entire market (including companies that are not members of ACA).
